Mark Webb Palm Coast Good evening City Council as you know um I speak to a lot of the citizens throughout the day I'm sure you do as well and one consistent question kept coming up And I didn't have an answer So in in the budget we're in now 2025 2026 The sheriff requested a 24% increase in above and beyond payment for services rendered exceptional services whatever those were we beat that dead horse To the tune of over $11 million That's above and beyond the property taxes that were paid by the citizens Last week The sheriff's department received a reimbursement of $725,000 Phenomenal amount of money Probably something that he didn't expect The question that was posed to me That asked me to pose it to you within the contract that we deal with him every year is there any way for the citizens of Palm Coast to be reimbursed For some of the money that we have spent because I know the 9 Possibly 9 deputies that we paid for and the exceptional service had to be impacted by the services that the deputies were providing for uh government requirements So the question to you counsel is there a method Is there a process to request or ask for an ROI of our investment Because it just seems logical that you guys would love to get pennies on the dollar back from that To invest in the Y to invest in um Humane Society a skate park there's a plethora of things that you guys are getting asked for So the question I'm presenting to you is there a process Is there a method of possibility for the citizens to also be reimbursed from those funds Thank you

Good evening everyone Uh Peter Johnson Uh first off met with the city manager Congrats to the council I think you guys made an excellent selection who you picked very very great Mr Eric here has been nothing short of the best uh brought to us more than we could have asked for honestly but I think it really fits with the mold Mr Sullivan to cover some of your concerns um not trying to speak ahead of them or you or the meeting Our position as the historical Society and this was board approved so we are on board is that if you guys wanna rent out the room you guys retain ownership of the building and then you guys could have cost recovery on all of that money for us Look at us as in the fact of you know we're gonna furnish the building make it look really nice and then additionally we can also have docents there as he had mentioned we can have people throughout we'll host events there all that sort of stuff which I look forward to working through with all you guys I think this is a great opportunity Um I know the county's making some moves to work on their ecotourism center not that it's a competition but You know it's kind of looked at at this point to provide a service to the community So thank you to the council Um we on behalf of the board are very excited and anything you guys need we'll be happy to work with James who has also been an amazing part of the process Uh thank you guys very much again Appreciate

Mark Webb Palm Coast Uh the next question I had had to do with the ongoing city survey Phenomenal survey Thank you very much Take it every 2 years I've been pushing it hard talking to a lot of people to provide feedback Part of the question that's been proposed is it closes I believe on the 15th of March How long after the 15th of March will the results be available for the citizens to be aware of And then how will we apply that Information specifics of what the citizens are asking for in the upcoming budget conversation and how that's going to tie in These are questions that have been presented to me After they've taken that exceptional survey that's in there that's uh that's very deep diving very greatly put together from city lights to swells to parks and wrecks I mean it it's a great source of information but the citizens want to know when can we see the results from it and how can we see the city council use those resources results As you have done in the past few that I participate So that's some of the questions that citizens have been asking me that we need to uh let them know so that they're more energetic and excited to participate and provide information As we can see we're always pulling teeth trying to get people to enjoy and participate and you always hear from them after a decision's made This is a great opportunity to put that out now Thank you

comment on um this goes back a long time with me but as far as surveys go I I believe in what they call the Delphi project uh procedure and that is you go out with the initial survey And then you get results and then you go back to the people that it has to be and this is hard you have to be the same people who did the first part of it And and then they see what see what what was done and usually there's some significant changes at that point because they begin to see that well most of the people want to do this that that you know that makes sense so we're not gonna do it I'm not saying but but I like that kind of a survey I think you end up with better results than just going out one time shot Um and I think if people get a second chance and they see kind of what everyone else is thinking you get a little better um result but it's it's very hard to do They usually do it with smaller numbers so on and so forth but just to comment I'm I'm not trying to

I have a a few here Sorry I have a little bit of a handful Um so first thing I know we have the procurement ordinance coming before us in a few weeks I would like consensus from council as a part of that procurement ordinance to evaluate our policy for local preference There's a few things that have come to light um just meeting with residents where I think we need to evaluate our local preference Um policy and make sure it's in line with what we think is important um helping our business owners making sure we're keeping dollars in the city and in the county as much as possible So if I can get consensus to add that to that procurement ordinance presentation I have no problem with that Ms Ponti can you just give a little more direction to myself and staff so maybe what you're looking for uh yeah sure So we do have um from my understanding we have a local preference policy now as far as when we go out to RFQ RFP Um but my understanding also is that it's not There's a lot of discretion I'll say that um so I would just like us to reevaluate that and make sure we have a very um specific policy as far as when we have to go with the local um the local contractor the local business whatever it may be that is bidding on providing services to the city before we go outside of city or county Is that sufficient You're good Marcus OK thank you I appreciate that council Um the second thing I would also like consensus for the city to evaluate an ordinance to prohibit potable reuse for our drinking water in the city So believe it or not the state of Florida currently allows potable reuse for drinking for drinking water um if the city or the county um Allows that process as well So for the public's benefit um potable reuse is the process of augmenting our drinking water with treated wastewater or directly inject injecting it into our aquifer So it's the practice of taking treated wastewater from our city sewage systems and subjecting it into advanced purification processes to produce water that meets or exceeds drinking water standards I know I don't want us to engage in that process but I also know that um we know that we have water shortage issues in the state So I I fear that um and we're there are just so you all know um across the state there are current pilot programs that are going on for this process So there are pilot programs currently in Altamonte Springs Clearwater and Polk County Um they also do this in California and Texas currently so I never want to see our city engaging in that I don't care how many issues we have with with water I think we need to figure it out And I also think that it sends a message to our state legislature to perhaps stop tying our hands with regards to the development that we can control in our own city
