Jeremy Davis Karo Lane Good evening Mayor council and new city manager McLaughlin Welcome Mr McLaughlin You are inheriting a city where disagreement has given way to to a deeper crisis Documented facts revealing serious failures in oversight and accountability At every council meeting there is a uniformed deputy president for law enforcement If a resident destroyed evidence altered an official record or interfered with documentation tied to a property transaction it would be treated as a criminal matter and trigger real consequences Yet when these same acts occur within government they are dismissed as procedure That double standard must end Make it make sense City inspection records clearly documented erosion sediment buildup drainage failures and direct damage to my property caused by construction at 62 Perroti Lane which was built 3 ft 2 inches higher than my home At the time the city's technical manual contained no maximum elevation requirement Allowing water to be redirected onto existing properties however Florida law has always prohibited new construction from causing adverse drainage impacts to neighboring homes regardless of local emissions In 2024 after these issues surfaced the city updated the technical manual to add elevation limits That timing matters The damage had already occurred The records already existed and the elevation difference was permanent Those inspection comments remained in the system for months Then on the exact same day the certificate of occupancy was issued and the house was sold May 3rd 2024 Those comments were deleted not corrected not resolved deleted The audit log confirms it The permit hold was never lifted only the evidence disappeared In April 2024 I formally notified the city that the records had been altered No action was taken Instead the assistant city manager and the city attorney issued a letter closing my case and all related cases I later spoke with the vice mayor on December 9 2025 During that call she stated that Patrick Buckley demonstrated how the deletion was performed and how that they believed no violation had occurred If NOAA violation occurred why was the record deleted Deletion does not mean compliance or clarification It means removal Then more than a year after my warnings in December 2025 the city revised its standard operating procedures That is not accountability that is damage control At the same time residents are learning that required financial disclosure forms from certain officials were incomplete or inaccurate These laws exist to protect the public trust They are not optional You cannot demand transparency from residents while erasing records yourselves You cannot enforce the law on citizens while excusing it internally You cannot rewrite the rules after the harm is done and call it governments

Good evening My name is Kevin Konzy I'm a resident of District 4 I'm here to request a change in the Palm Coast noise ordinance Currently code enforcement uses the 8 decibel scale and that scale does not pick up low base frequencies such as those generated by subwoofers I've got a neighbor that blasts music for hours a day that can be heard inside our house always in the yard and always in the garage Unfortunately code enforcement can't do anything because it doesn't exceed 60 decibels on the A scale It absolutely exceeds it on the C scale So I'd like to see Palm Coast change the noise ordinance so that code enforcement can use both the A and the C scales It's it's well documented that low bass frequencies aren't picked up with a scale I've worked with Barbara Grossman but her hands are tied because she can't use the C scale legally So I'd love to see you guys change that Thank you Thank you sir Anyone else for public comment Yes Mr Kunis

Gary Kunis C-section Welcome the city manager This thing with the builders suing us for they don't wanna pay the the fees what is that We should carry the builders The builders pass that on to the new housings new house people buying the houses that impact fee is passed to them We shouldn't be paying for that If you 4 don't do something about it then you need to leave because it's insane We shouldn't carry the builders The builders should carry themselves It's bad enough that Alfin had Beltai repaved for the properties on the south side of Route 100 because they wanted to make it look good for the builders people buying those houses Wasted our tax money on that The builder should have done that and it should have been done after the heavy trucks were done using the roads instead of deliberately messing the roads up with their weights Right Item 2 this 20 mile an hour stuff you still pursuing that Because it's ridiculous Nobody's gonna go slow Nobody's gonna do 20 They don't do 20 on the curves now they're a mark 20 And it says here the city has to have an engineer or traffic engineer do a study on reducing the speed limit signs That's a state requirement Generally not below 25 and that's in the state requirements right here OK you talk about accidents we don't have accidents on the residential streets Somebody's gonna run over a mailbox because they're not paying attention where they're going But we don't have major accidents If you want major accidents Route 100 Route 1,95 you're gonna reduce those speed limits to 20 No absolutely not It's not gonna work and you know it And whatever study you have that says it will is a is a crock OK You talk about accidents Perhaps you should talk about why the number of times you visited the auto body shops in Bennell Thank you Thank

Kim Carney of Flagler County Board of County Commissioners Flagler Beach Uh just wanna let you know we opened um we reopened skate Park in Flagler Beach um Wadsworth Park uh all the equipment um Not all of it about 80% of it has been upgraded The bathrooms are upgraded Uh it was a very exciting time for us All that construction was done with um or refurb was done using um Dollars that were not used in our capital improvements and we were able to pass it on to the park Um We are working with uh Carla Klein There were some improvements that some of the skateboarders um had made that we didn't catch before the final So we're going back and uh meeting with the installer the company that we worked with So it's only skate park in Flagler County It is lit and it is well um supervised by the Flagler Beach Police Department And uh it was an exciting time for us So get those kids out skateboarding
