who authorized to bypass the voters to move forward with the data center under SEC and uh But allows for expansion Who authorized to bypass the voters for the wastewater to potable water program known as toilet to tap Who authorized the bypass of the voters to rewrite the charter after the 2018 election Who authorized to bypass the voters to change the charter again April 25 2022 And now we see the same pattern repeating itself with the loop road Despite repeated council concerns traffic environmental and financial concerns it still continues to move forward At what point do consultants stop advising and start controlling policy and at what cost It seems to buy we seem to be passing out cash for consultants yet somehow it's too expensive to hold a special election POM Coast belongs to the residents not the consultants not special interests not developers and not unelected administrative influence People deserve transparency The people deserve accountability and above all the people deserve to maintain the final authority over the future of POMCOS
With all the evidence brought forward I on behalf of the citizens of Palcoast call for the immediate resignation of the expired appointed District 4 seat held hostage by Charles Gambaro

And you have a city attorney that's been way out of line and has targeted it to her
So not only myself a lot of people have gotten frustrated coming to these meetings and there's about 6 or 7 different groups of people that are writing multiple letters
Your attorney I just wrote a letter to the bar association saying he needs to be investigated You don't target a citizen It's not his duty or responsibility to target a citizen and he's done it on multiple occasions What the bar association decides to do with him

Good morning George Mayo Palm Coast Uh with the public works recently there was a lightning storm struck that struck and split a tree uh on city property next to my neighbor's house I wanna give kudos to the tree uh division They came out there uh assess the situation uh cut it up removed it safely cleaned it up Uh they did an excellent job and that is a very dangerous uh job to have was cutting trees up and everything So my kudos to your tree department You have an excellent one
before our new city manager was installed I was here and asked you to put up nor truck signs on Beltaire Boulevard which runs south from 100 down to US 1 because of tractor trailers using that as a cut through Uh you have uh Different trucks flatbed trucks that are empty heading south they're probably avoiding the weigh station You have tank trucks that are placarded which means they have hazardous materials or flammable materials on it There's no way they need to be going down Beltaire Boulevard They have Enterprise Way off 100 that was opened They can Use that they can go right down to their uh the council said they were gonna look into it possibly talk about it in a workshop I hope you can do that put no through truck signs recently all of a sudden now I see FTC tractor trailer school using that going up and down uh that is not necessary through that situation uh my other thing is
Data centers uh there have been two recent uh reports or segments on 60 Minutes at different times I've seen segments on CNN about data centers They are large water users 90% of the time in the country where data center goes in the electric rates for the community rise and go up sometimes dramatically In one community in Pennsylvania they put a data center Everybody was for it And then all of a sudden they had a 24/7 loud harmonic hum going on
People complained to the city council there they had to pay six figures to get somebody out there to try and figure where that large harmonic hum was coming from It wasn't there before the data center but it was there after uh
Just think twice before we get into that they always proclaim we need jobs we need jobs but any walkthrough that I've seen of data centers it's just large Servers row after row of servers and have yet to see a worker inside one doing anything It's not like a factory where you're gonna have 100 people doing this that or whatever their job may be Servers once they're in there they're kind of like a storage unit You have two people in the office and everything else just doesn't work So think twice please about data centers I know we need jobs and I know we need tech but I don't think that is a solution Thank you very much

George Mayo Palm Coast uh the next street that he refers to is Zebulus Trail which is a horseshoe that goes right around and there's a second Zebulus Trail which I live right off of that intersection right now currently
can be and at times is just a real mess Uh sometimes coming northbound during what I call retiree rush hour when all of us go out at 2 o'clock before everybody gets out of work I have seen traffic back all the way up to the senior center that's there all the way up to 100 People going south still try and hold up traffic to turn left into Starbucks to get their Starbucks blocking traffic You do have a center lane to turn by uh tractor supply But I see people coming out I saw initial reviews of what this project is gonna come out and try and turn left to go northbound This is without any extra turn lanes This is just gonna create I know because I've lived there gonna create at times a monumental disaster for traffic I do not see so far they haven't started an entrance or exit on 100 so it appears everything's gonna be in and out of Bel Aire Boulevard and when I spoke about Beltaire Boulevard that is only two lanes that is not a four lane road from 100 to US 1 that's only two lanes So I can see already with the construction trucks going in people slow down sometimes the traffic turning left going south onto Beltaire Boulevard backs up onto 100 and blocks the road So I really want you to get as much land as possible to try and solve this situation or it is gonna be a traffic nightmare I absolutely know that So please help Thank you very

Good morning Mayor and council My name is Carla Amaral and I am the vice chair of the Affordable Housing Advisory Committee Today I believe this project represents both an opportunity and potentially a missed opportunity I want to be clear I support innovation I support flexibility and I support finding ways to make housing more attainable
But if we are going to change ordinances and create substantial economic value for a project we should ask a very simple question What public benefit are we receiving in return As outlined in the proposed ordinance the city is being asked to approve significant development flexibility The ordinance would allow single-family residential where it was previously designated multi-family reduce minimum lot sizes allow 30-foot wide lots The minimum living area would be 1000 square feet Allow one-car garages for homes under 1550 square feet of living area reduce setbacks and increase development efficiency
Those are substantial economic incentives Smaller lots reduce land cost per home Smaller homes significantly reduce construction costs One-car garages reduce construction costs even further And again I want to be very clear I am not saying these changes are wrong In fact I strongly support flexibility when it comes when it helps create attainable housing But this becomes a missed opportunity if we do not ask for workforce affordability in return
Because while the ordinance includes requirements for landscaping breaks parks and playground amenities it does not include affordability requirements affordability periods workforce housing set asides or AMI targets
At the same time your own housing needs assessment tells us that nearly half of Palm Coast households earn at or below area median income while the median home price is now over 350,000 Our teachers nurses firefighters sheriff deputies medical workers young families and seniors are increasingly being priced out of home ownership
So if the city is creating substantial economic value through zoning changes reduced lot sizes reduced home sizes and development flexibility Why would we not require some percentage of these homes to remain attainable for Palm Coast's workforce Other cities throughout Florida already do this legally through workforce housing agreements affordability covenants and development agreements tied to affordability periods
because this is bigger than just building homes This is about whether working families in Palm Coast will still have a path to stability homeownership and generational wealth Thank you

One of the things I urge you to look at here and put some kind of caveat on is the fact that you haven't addressed the parking issue You've got individual units You're going to have at least 2 maybe 3 cars for every unit You're reducing the size of the lots There's no place to go with this And yet I've spoken before to you and I can tell you that when I look around Palm Coast It seems especially in the multi-family and the very tight neighborhoods the high density neighborhoods nobody uses their garage and this is something that you need to require if you're going to be able if you're going to want to go forward with this OK You got to use your garage to park a car in it because you're getting credit for a parking space for it So it has to be carried forward especially when you're cranking down the density like this There's no question that this is a very unique situation and it's being done on its own on its own piece of property Um so you know that that's certainly a plus 4 in that respect but don't
trip it up And and create all kinds of problems for the sheriff having fights with who's parking where and what and how a garage is utilized You've got to put a caveat on this so that the garage has to be used as its parking space which the planning department is a requirement So put it into the to the approval that they've got to use their garage as a garage not as a storage area not as a living area or an exercise room or anything else OK Cause the density is way down on this and I built density I know what it does to people So um I would like you to for a second here if you could put that map up of the of the project I want to just show you something here
that one thank you very much OK so my question is why wasn't there a construction bond I don't care who did what and you know with the drainage water and the damage that was done to the mill The question is why wasn't there a construction bond in place to take care of that Why wasn't the planning Department and the people who pushed this stuff forward where is the construction bond that would have covered the um uh the the dedicated lands and the uh the historical lands that we have out there that would have taken care of any of the damage The other point I wanted to make on this is that if you look at this plan it's it's already done for It was a long time ago but look at it and consider the situation that we're in right now with the water having been a guy who built a couple 2 or 3 water companies in his own right
Look at that project It's all impervious and you're saying to me Oh Mr McDonald it's not impervious Look at that big blue lake in the center there
From an engineering standpoint that might as well be a parking lot It's the same coefficient because when the when the rain comes down hard the water goes it's just as hard as a blacktop surface and it goes right off and ruins the mill So you know when you approve these things and you see all this water it's impervious Thank you

good morning or good afternoon Almost uh George Mayo Palm Coast uh I agree with Ms Pontieri It's kind of a good situation It's a bad situation You're you're you're damned if you do and damned if you don't It helps the situation but it doesn't Uh what I've asked this council before and ask any developer this is fine Well when you talk about workforce housing still at that price there are gonna be people who cannot afford a $250,000 house It sounds like yeah you could but some people just can't I have asked many times before many council before to see if you could get a developer to put in tiny homes houses that are 800 to 1000 square feet a community just with a uh not with a garage but just a little driving slot And have it uh well built There's one down in Daytona right off US 1 I've seen there's other places that is workforce housing and that is all sometimes uh retired single people or widow widowers that's all they require uh you know uh 800 to 1000 square foot home is more than enough more than they need and that is workforce housing And if you had its own primary development and it was kept up it would be just as nice as something else so that is something to think about in the future you may have to change zoning rules and everything but that would work That is true workforce housing Thank you very much

I stuck around here a little bit to to use this opportunity to get an answer to a question that I asked before OK My question was when we were talking about the change in density of the MPD 6431 was the number OK Um Obviously you know we've all heard a number of accounts of exactly what went on on the historical lands that the ag museum has There's been all kinds of things written about it It's it's in the social media It's everywhere My question is basically this as as a developer OK I had to put up construction bonds and so I'd like to know before I move
move from this room whether or not there was a construction bond that was required by the city of By this city by the land use administrator before these people went out there and cleared and this situation evolved is there a construction bond that would have made had some type of uh ability to cover this OK everybody is saying oh it's not my fault It's not my fault Well it's the city's fault for not requiring a bond So if there isn't a bond why wasn't there one And the question is why isn't there a policy to require a construction bond Because when you create a point of discharge anytime I ever created a point of discharge I was responsible for it And so whether I had to to do a downstream analysis or any one of a number of things that came before me All I'm saying is that I need an answer because I'm going to go to the county with this because the county is struggling with coming up with an answer on this also you know as to what the the you know who did what The bottom line is is that how are we going to fix it and how are we going to prevent it the next time so that there's some way to look back on this and get some resolution for the general public Thank you very much Thank

George Mayo Palm Coast uh I recently saw a video on TV We are always here looking to put in new ballparks new football parks new baseball parks for the children and everything There's still a lot of senior citizens and retirees here Two people that moved into my street are retirees so we still have to consider that And what I saw on TV was a city put up a park I won't say what city And if you look at it it looks just like the regular park with permanent equipment out there like kids would have the seesaw and and whatever else Well this was a senior or a retiree senior citizen park and what it has is uh the pipes with about a 2 ft wheel centered with a bolt and a handle so that people can go there and use seniors move their uh elbows their arms and whatever Standing in place uh steps made of metal where you would see in any gym so you're walking in place and there are other things built specifically for seniors and what it has done it's covered to keep them out of the sun to get people out of their houses and cure loneliness and they've made contacts and now these people are contacting with each other So if we're going to build a park please consider that you know have a senior park You have plenty of parks Highland Park for the kids and that's all well and good but maybe there's time we think of putting in a senior park The other thing I wanna speak about is what I've read is we're talking about workforce housing and all this and that and what's been happening throughout the country is uh venture capitalist hedge funds are buying up all these new houses And now cities and states are now putting resolutions and laws in place barring them from buy this because all these hedge funds and their venture capitalists are preventing people from buying these house cheaply enough that we might call workforce housing So this may be something we wanna look into it if we wanna help workforce housing and people will be able to afford houses just watch you know who's able to Uh you know buy and control the housing market So thank you very much again

Carla Amarjo Palcoast um I just wanna say that those lots on Furness and Fulton there are houses there on that street um so maybe some of them may be wet but not all of them that you guys own quite a bit um and then they didn't address the duplex lots that I discussed so I would really urge you maybe to go back and look at all the property Like I said it was 68 pages to print Um I think we could do better about finding lots for affordable housing and I know you know Habitat for Humanity Flagler
They could do a lot with that So thank you
